Can a domain registrar take down a domain?

I am in the middle of a DMCA request, as I have found someone who is using some of my copyrighted content. The host is based in China, and is not responding to any requests (I have sent faxes, e-mails, and a letter).

Now, as far as I was aware, it is possible for a domain registrar (the domain is registered via Network Solution) to take down a domain by changing or destroying the name server entries.

Is the assumption in the above paragraph correct?

Ive got a domain i picked up about a year ago using a snap after it expired, it went to domain name register sbnames.com, the thing is that using there web interface to unlock the domain, the domain remains locked(tried atleast 20 times), there email support never responds, there phone support doesnt connect....
It looks like there pretty much dead, the site sets of security certificate alerts when i visit, they dont respond, there site is just a ****** template with a buggy backend...
I did a little research on them and:

shows that they only have approx 150 Domains registered with them and drop

I used to have someone else manage my website for me. But I recently decided to forego their services and make my own website. My former web admin agreed to let me retain my domain but they said they cannot transfer the ownership to me and that I would have to go through their registrar's system.
I checked the whois and saw that the domain's registrar is domain.com and the nameservers were with mydomain.com
So I registered for new hosting with iPage and requested my former web admin to change the nameservers t
