System Repair Disk not booting into repair options

Created it with no problems, apparently at least. My BIOS is set to boot from CD drive...so why won't my machine boot from the system repair disk? There were no errors when disk was created. My machine just boots to windows.
Anyone else experience this with Win 7 Professional?
Any tips?

Anyways, my system restore disc that I burned will not load up. I set my BIOS and got through to wear it says it's loading files, but the screen always gets stuck with a black screen and just a cursor.

When you make a system repair disk it gets closed off. Is there a way of adding your own utilities to this disk which are standalone Windows .exe files.
