XNA Level Select Menu

I'll try to explain this the best I can. I'm trying to create a level
select menu for a game I'm making. The menu is basically a group of
blocks numbered 1-16, similar to something like the Angry Birds menu.
What I've done is created a cursor, basically just an outline to
surround a block, that the user can move to select what level they
want to play. What I want it do is move from block to block instead of
simply moving around on the X and Y axes as it does now. So my
question is, how can I g

Hey I was wondering how I would go about coding a way to load and
draw a 2d level from a 2d array in XNA 4.

Here is what I
have so far.

I am loading my array like this

/> mapArray = new int[,]
{

{0, 0, 0, 0},
{2, 0, 0, 2},
{0, 0,
0, 0},
{1, 1, 1, 1}
};
/>

Then I get stuck I cannot seem to figure out how to draw the
array, I know I need to use a for loop to check through the array but
this is my first time working with 2d arrays.

Is there
anyone that could explain in detail how

How do I select only first-level li's? If I do 'ul li', it also
selects the children. Is there a way to select only the top level and
not the children using CSS? If not, I am ok with using jQuery, but how
would I select it in that case too?

Programming Languages

I am writing a game in XNA. The first main goal is to have it
complete and running on Windows but after that I will be purchasing
the 360 kit and changing all the bits I need to change in order to
make it into a working game on 360.

I am currently writing
a level editor which i will be using to create the levels but also
leaving in as a user feature. I was wondering what the best/most
common/easiest way of saving out the data would be and where should I
save it?

I'm working on as small game for class and was wondering what is a
easy way to handel level configuration files. Like object placements ,
names, etc.

I've created a sound effect from .wav file.

Tick =
contentManager.Load<SoundEffect>("sounds/tap2");
/>

I play this sound in code:

/>Tick.Play(0.5f,0f,0f);

But it doesn't
change its volume, even if I write 0.1f, or
0.8f in the volume argument. I've also tried to do this
with SoundEffectInstance. How do I change the volume of the sound
effect?
