whenever I run "cabal install".

I got problems when trying to install gem ruby-debug-ide. Then, I try to
install gem ruby-debug-base first. However, I got an error:

So, long story short, I had o format and reinstall my OS hence all my
git env sorted.
DevKit was fine.
Bundle installed perfectly.
