preventing rewrite rules causing internal service error when URL Rewrite is not enabled

We distribute a product (PHP based) along with a .htaccess and a web.config set of rewrite rules for "pretty" URLs.


The problem is that under IIS if URL Rewrite is not installed; the system generates an internal server error.


We are looking for a way to prevent this; at the very least to just give an error message that we can configure to explain what the user needs to d

I have this somewhat working though it's important to understand the setup.

I am trying to write a rule that will capture any url that does NOT have sales/anything up to a .php or .php3 file and anything after that - if there is anything - and rewrite that to a new website as per below:
