Just send a message with the user ID for channel and it will appear in the slackbot channel of that user.

will help you I talked to James at Slack and he gave me a simply way to determine if a message is a DM or not; if a channel ID begins with a:
C, it's a public channel D, it's a DM with the user G, it's either a private channel or multi-person DM

should help you out Took me awhile to figure this out. You need to add/request the conversations.app_home:create scope to your permissions. Then you can just specify the user ID as the channel arg in a chat.postMessage call.

I hope this helps you . There is no API method for that, but you can create this functionality easily with a small script.
Get all members of a Slack team incl. their user IDs with users.list Loop through all active users (ignore the ones with deleted = false) Send a direct message to each user with chat.postMessage by using their user ID as channel

it should still fix some issue Assuming you meant user ID when you said "member ID", you can use that as channel parameter in chat.postMessage to send a direct message to that user.
Example for user with User ID U12345678:
