this one helps. Yes, you have double quoted ONLY cd C:\ABCD; you had to double quote the whole sequence of the commands. Also, I would use && operator, so your script will fail if path C:\ABCD doesn't exist. Also, if you want to terminate cmd after completing commands given try /c option. Here are my suggestions:
Using cmd /k option:

start cmd.exe /k "cd /d C:\ABCD\ && Rscript working.r & exit"
start cmd.exe /k "cd /d C:\ABCD\ && Rscript working.r"

will help you The short answer is: yes, the process will end.
When you run a process in a command prompt (or terminal), then the command processor basically pauses while your process is running. When you shut down the command prompt, you kill whatever process is running in that prompt.

I think the issue was by ths following , Following the suggestion of Landen in the comments (thanks a lot!), I've been able to produce a workaround for my problem.
This workaround needs the xautomation package (xte command, emulating key pressed), is not very robust, and may depends on the keyboard layout handling of xautomation, and system shortcuts. For example, I had to change the shortcut for the unity HUD.

help you fix your problem cd /D "Full path of directory" or pushd "Full path of directory" with popd before exit is better to switch the current directory to any directory on any drive (cd and pushd/popd) or even to a network share (just pushd/popd). Run in a command prompt window cd /? and pushd /? for details.
cmd /C starts a new Windows command process with closing the process automatically after last command was executed. Run in a command prompt window cmd /? for details on options of Windows command interpreter.

seems to work fine When you run your PowerShell script from the command prompt in this way, your script executes and then the PowerShell process likely exits (open task manager to watch the PowerShell process stop as soon as your script does). The listener for your event (PowerShell) is no longer running, since the process has exited. The event registration scope is limited to the scope of the PowerShell session.
