this one helps. Yes this is possible. You can model a throwing signal event when there are no receivers. The event will simply throw the signal and continue the normal flow (without anyone ever using the event).
In contrary to that, the catching signal events can not be used without a throwing signal event. If you use a catching signal event without a throwing signal event the process will stop at this event and will never be able to continue.

it should still fix some issue Fastest would be to install a Mail Transfer Agent such as Postfix on your machine and hand all your emails to it for delivery using the /usr/sbin/sendmail mailing interface. Most reasonable mail servers can accept thousands of mail messages for delivery per second and may perform some SMTP pipelining to send a message to multiple recipients on a target domain in a single connection, drastically reducing traffic overhead and improving message throughput. (This wouldn't influence how your users see your emails.)
Most mail servers can also handle temporarily down servers extraordinarily well, which is extremely important since many sites use greylisting to combat spam.

I think the issue was by ths following , There really isn't a "broadcast IM" you pretty much get to iterate over your list of sip addresses you get from AD and do a BeginStartConversation on each Sip Address
