To fix this issue , In your result function need to check the votes in the elif part.

To fix this issue First of all, SignalR is pretty smart about not wasting resources when sending to groups without any subscriptions, so you should be fine sending to groups without any members as long as it's OK to waste a few cycles doing that.
If you don't have too many organizations you can have a ConcurrentDictionary with all your organization ids as your keys and the number of connected members as your value. In OnConnected and OnDisconnected in could use Interlocked.Increment and Interlocked.Decrement respectively to keep track of the currently connected members. Then in your task could loop over the keys and skip any organization with zero connected members.

Hope this helps I'm implementing a function that tests for ultrametricity(?) in sequences. Specifically I'm using the 3 point condition , That is only three different conditions:

may help you . You can find the duplicate values from the dictionary using a flipped dictionary.
You can create it by iterating over the original dictionary and adding each value to the flipped dictionary as a key, and it's key as it's value. Then, if the value appears again in the original dictionary, add it's key as another value in the flipped dictionary.

dict_with_dups = {
    "a": 1,
    "b": 1,
    "c": 1,
    "d": 2,
    "e": 3,
    "f": 3,
    "g": 4,
}

# finding duplicate values from dictionary using flip 
flipped = {} 

# iterate over the original dictionary and check if each value is associated 
# with more than one key
for key, value in dict_with_dups.items(): 
    if value not in flipped: 
        flipped[value] = [key] 
    else: 
        flipped[value].append(key)

for key, value in flipped.items():
