I hope this helps . At the moment of writing, initial JDK 11 compatibility is targeted for Payara 5.192. The branch to look at is https://github.com/payara/Payara/tree/JDK11
This branch passes most of e.g. the Java EE samples (https://github.com/javaee-samples/javaee7-samples and http://github.com/javaee-samples/javaee8-samples). People can already try it out by building that branch themselves.

I think the issue was by ths following , I migrate a project from Java EE 6 to Java EE 7. As dependencies I have javaee 7.0, payara-embedded-all4.1.1.154 , I solved it. Was about to register some resources:
code :
@ApplicationPath("project")
public class RESTConfig extends Application {

  @Override public Set<Class<?>> getClasses() {
    final Set<Class<?>> resources = new HashSet<Class<?>>(); // Add your resources.

    resources.add(AdminConsoleResource.class); // Add additional features such as support for Multipart.

    resources.add(MultiPartFeature.class);

    return resources;
  }
}

I wish did fix the issue. It's a feature, not a bug :(
As mentioned by the developer it is intended for WARs to not obey the global system setting. The only way to achieve this for WARs is to add the configuration in the glassfish-web.xml.

around this issue This is not possible with Payara or Wildfly, as they work very differently from how Jetty works. However, it is possible with Tomee.

will be helpful for those in need Well from the StackTrace , you are using Weld with Tomcat. Using Weld in the Tomcat requires configuration in order to integrate Weld and Tomcat. However , such integration is no longer required when switching to GlassFish/Payara as they already support Weld out of the box.
So , I think you have to remove all configuration about integrating Tomcat and Weld first. I suggest you make sure to remove all the configurations mentioned here first.

hope this fix your issue Payara stopped supporting JDK7 for public releases in 4.1.2.173, as explained in this blog post. It is still available for paying customers until 2023. So either upgrade to JDK8 or get Payara support.
