To fix the issue you can do 1.Add this in your project level build.gradle at the end of repositories:
code :
allprojects {
    repositories {
        ...
        maven { url 'https://jitpack.io' }
    }
}
dependencies {
        implementation 'com.github.Samourai-Wallet:ExtLibJ:Tag'
}

wish of those help It's fine to do that but what I normally do is create a folder called liband then add Jars from there. I find that makes it easier to see what Jars I have in my application.
The main disadvantage of your original approach is that what if the path to that library externally accidentally changes? then your program will not compile. It's better to have everything in the one place to make things easier.

this one helps. Ok, problem solved...
It was apparently because when I exported my Java library to a .jar file, I was using a specific Compliance level for the application. Once I unchecked the box under (right click on the library project) -> Properties -> Java Compiler -> "Enable project Specific Compiler", everything works out well. The Android project isn't using any project specific compiler.

will help you The Android Platform Runtime Environment is similar to common (Oracle or OpenJDK) Java Runtime Environment but it is not the same.
Therefore classes that exist in Java 1.6/1.7/1.8 may exist on Android as well but they can also be missing. If they exist you can use them if not you can't.

I hope this helps . With the extra info given, I was able to reproduce the issue.
To edit the native Android app, you have to open it in a new instance of Android Studio:
code :
android {
    ...
    compileOptions {
        sourceCompatibility JavaVersion.VERSION_1_8
        targetCompatibility JavaVersion.VERSION_1_8
    }
}

...

dependencies {
    testImplementation 'junit:junit:4.12'
    androidTestImplementation 'com.android.support.test:runner:1.0.2'
    androidTestImplementation 'com.android.support.test.espresso:espresso-core:3.0.2'

    implementation 'io.particle:cloudsdk:0.5.0'
}
