To fix the issue you can do I think you came to best conclusion. Elytron does not have possibility to choose SSL Context based on client parameters (What would that be? Client IP address? That can change when behind the load balancer.)
So I think only way is to have different SSLContext configured on different ports (or hostnames).

this one helps. Are you running afoul of network port limitations? Depending on how the clients are closing the connections you could simply be running out of ports, as they will get stuck in the TIME_WAIT state.
If that is the case, one way to get around it is to bind multiple internal IP's to the server and distribute accordingly. Or alternately, if you can modify the client you're using, making sure that it closes the connection in such a way that it takes on the burden of TIME_WAIT.

To fix this issue Forking creates a new instance of your proces, which also means that each variable is copied to the new process. Your initial total_connections will actually never get increased beyond 1.

seems to work fine I would recommend to expose access via API, not via ODBC - at least you would have greater control on what is executed, and enforce tenant_id, and other checks, like limits, etc. You can try to utilize the Cassandra's CQL parser to decompose query, and put all required things back.
Theoretically, you can could utilize Apache Calcite, for example. It has implementation of JDBC driver that could be used, plus there is existing Cassandra adapter that you can modify to accomplish your task (mapping authentication into tenant_ids, etc.), but this will be quite a lot of work.
