I wish did fix the issue. You might look at hosted voice platforms. There's VoiceXML (see http://vxml.org/ for docs and tutorials) and numerous VoiceXML hosts, including my employer, Voxeo ( http://voxeo.com/ ).
There's also Adhearsion, a programming framework that runs on Asterisk http://adhearsion.com/ (it's Ruby, but there's always JRuby if you need to stay in the Java world).

I wish this helpful for you I reckon your looking into developing software like orange business webex or something similar. The software is not too difficult to develop. First, are you planning to write the entire application yourself or just purchase the components and integrate ? I would recommend you shop around for components and just integrate because VOIP is rather complex.

With these it helps First solution is using Java API for Skype. You can fully operate it using java API: originate and answer calls, send SMS (if user has skype credit).
Other solution is to create calls using Asterisk and send SMS using one of available SMS libraries (e.g. SMSJ).

will help you We need to talk about 2 separate software here:
VoIP server: you need a server for VoIP to handle the calls from your users. (You will auto create user accounts for this from your java code if necessary). I don't think that it is important for this to be Java based so you can use any of the popular servers such as Asterisk or Freeswitch. If somehow you need this also to be Java based then maybe check Brekeke. From the server you can easily send out the calls to any VoIP provider or carrier (search for "SIP call termination" or "VoIP trunk providers") VoIP client: for this I can recommend the compact java voip library from mizutech or the more complex jitsi. You will need to integrate one of these with your java software.
