fixed the issue. Will look into that further I would write a RestFUL API or WebService to be used as front end for your Android device to connect to your PostgreSQL backend.
I don't think you will be able to connect directly your Android App to a PostgreSQL database.

Any of those help I'm creating a simple android app that hands out rewards depending on the reward points a user has. Each person should have his own username, password, reward points and wishlisted items etc. ,
1) Do I need another REST API?

I think the issue was by ths following , This might be a late answer but after reading about jdbc drivers for android many people have said that the jdbc jar does not work well at all for android and only one or two versions of the jar actually worked. Otherwise the best way of connecting your database with android is via a web service and using either Volley or Retrofit to talk to the database.

may help you . Your problem is that 127.0.0.1 on the Android goes to the virtual Android device and not to your machine hosting the PostgreSQL database. Referencing the Android emulator documentation for networking:

To fix the issue you can do The exception says that you try to establish a network connection on the main thread. This is not allowed in strict mode because this would make your app unresponsive.
You have two options:

Hope this helps PostgreSQL is now available for Termux on Andriod
Install Termux from the Play Store and run it.
