I wish did fix the issue. I've got a submission page in php with an html form that points back to the same page. I'd like to be able to check if the required fields in the form aren't filled so I can inform the user. I'd like to know how to do that with php and javascript each. However, I imagine this is a common issue so any other answers are welcome. , Do the check in posting part of your php
code :
    if(isset($_POST['save']))
    {
            $fields=array();
            $fields['Nimi']   = $_POST['name'];
            $fields['Kool'] = $_POST['school'];
            $fields['Aadress'] = $_POST['address'];
            $fields['Telefon'] = $_POST['phone'];
            $fields['Email'] = $_POST['email'];

            foreach ($fields as $key => $val)
            {   if(trim($val)=='')
                {   $errmsg=$key." is not filled!";
                    break;
                }
            }
    }

if($errmsg == '')
{ //do your saving here
  exit();
}

if(!isset($_POST['save']) || $errmsg != '')
{ //show your form here
 // and make it to return to the same page on submit
 //<input name="save" type="submit" value="Save" onclick="return true;">
}
How to validate form when only one out of two required fields is filled in

should help you out Are you simply asking how to validate a set of radio buttons? Since you've shown no code, all I can show you is how you would validate a set of radio input's with the plugin.
Then you would dynamically add/remove rules from the corresponding inputs using the built-in rules method. Again, I'd need to see your code before customizing a solution.
code :
$(document).ready(function () {

    $('#myform').validate({
        rules: {
            radiotest: {
                required: true
            }
        },
        messages: {
            radiotest: {
                required: "please select at least one option"
            }
        }
    });

});
<input type="radio" name="radiotest" value="0" />
<input type="radio" name="radiotest" value="1" />

Hope that helps first of all add a id attribute on your submit button with the name of 'payBtn'.
after that
code :
<script>
jQuery( document ).ready(function() {
    jQuery('#payBtn').on('click',function(e){
        e.preventDefault();
        var empty = false;
        jQuery('input:text').each(function(){
            if(jQuery(this).val()==''){
                console.log('error');
                empty = false;
            } else empty = true;
        });
        if(empty)
            jQuery('#myModal').modal('toggle');
        else
            console.log('your error message');
    });

    jQuery('#continuebtn').on('click',function(){
        jQuery('form').submit();
    });
});

wish help you to fix your issue An onclick listener will run whenever the button is clicked, no matter what.
You want the function to run only when the form starts to be submitted, so attach a submit listener to the form instead:
code :
<form action="" onsubmit="calculate()">
    <input required id="1" type="text">
    <button type="submit">Calculate</button>
</form>
const calculate = (e) => {
  console.log('calculating');
}
<form action="" onsubmit="calculate()">
    <input required id="1" type="text">
    <button type="submit">Calculate</button>
</form>
document.querySelector('form').addEventListener('submit', calculate);
const calculate = (e) => {
  e.preventDefault();
  console.log('calculating');
};
document.querySelector('form').addEventListener('submit', calculate);
<form action="">
    <input required id="1" type="text">
    <button type="submit">Calculate</button>
</form>

should help you out You might want to try to use GTMs "native" submit trigger instead of the jQuery code and make sure that the "check validation" checkbox is ticked.
The javascript validation in your form suppresses the default behavior of the submit button and calls the submit event only when the validation has passed. With the "check validation" option set the GTM form submit trigger should be able to notice that the default behavior is prevented and fire the tags only when the validator functions calls the submit event (I say "should" because, anecdotally, I think the form submit trigger is not always 100% reliable, but it might be worth a try).
