Does that help I know of no way to tell. IE fails to throw an error when it blocks the communications and Ie has no way to check what settings (or what security zone) IE has from javascript. So, you have no idea what is going on. This XSS filter is a menace.

Hope this helps You should also check to see if the Web Site is started, in addition to the W3svc Service
code :
c:\Inetpub\scripts>adsutil.vbs get W3SVC/1/ServerState
ServerState                     : (INTEGER) 2
Value  Meaning  Friendly ID
2      Started     MD_SERVER_STATE_STARTED  <-- What you want
4      Stopped     MD_SERVER_STATE_STOPPED
5      Pausing     MD_SERVER_STATE_PAUSING
6      Paused      MD_SERVER_STATE_PAUSED

fixed the issue. Will look into that further You can find the current system default time zone and whether it is currently using DST (Daylight Saving Time) like this (.NET 3.5 onwards):
code :
TimeZoneInfo zone = TimeZoneInfo.Local;
if (zone.SupportsDaylightSavingTime)
    Console.WriteLine("System default zone uses DST...");
    Console.WriteLine("In DST? {0}", zone.IsDaylightSavingTime(DateTime.UtcNow));
    Console.WriteLine("System default zone does not use DST.");
