Is it necessary to understand C# before going into ASP.NET?

To fix this issue Assuming the latter "c#" was meant to be "ASP.NET" - I think it's highly advisable.
If you try to learn a language and a UI platform at the same time, you won't know whether problems you run into are due to not understanding the language or not understanding the UI technology.

Why does trying to understand delegates feel like trying to understand the nature of the universe?

wish help you to fix your issue Delegates are just a way to pass around a function in a variable.
You pass a delegated function to do a callback. Such as when doing asynchronous IO, you pass a delegated function (a function you have written with the delegate parameter) that will be called when the data has been read off the disk.

I could not understand this error(swiftmailer) .i have exceptioned out port 25 still coudnot understand. please help me

I hope this helps . It's important to understand that AngularJS (version 1.x) and Angular (versions 2 through 4.3.x which is current) are very different frameworks. They solve the same fundamental problems, and there are similarities, but the v2 and on versions are a complete rewrite, so if you're just learning now, I would suggest you stick to Angular, which is version 2+ and avoid the 1.x version entirely as you'll just confuse things.
Second, Angular is a framework that leverages JavaScript as well as making use of HTML and CSS, so if you're rusty on any of those, it's worth getting a grounding in them before you start as that will help you find a comfortable foundation on which to build your Angular knowledge.

will help you Well, this is due to just that, what I suspected. It turns out that the upload URL has 2 distinct endpoints, with the /upload it is intended for CSV data multipart form-data, and without the /upload is used for JSON. so, the answer is YES. The server is sending back in the response header what it is expecting as a media type.
