I think the issue was by ths following , Note that if you do require UAC elevation, then you need to ensure that it's a deferred execution CA. Here's the example from the manual with command line arguments added.

To fix the issue you can do If you really have to call an EXE, I reccomend using the WiX QuietExec Custom Action pattern. Worse case you could install a .BAT file then use the cmd /c foo.bat command to call it. Then you wouldn't have to escape the <.
Otherwise I would search for an alternative to the EXE. I try to stick with data driven custom actions that run in process ( say C++ or C#/DTF ).

WiX: CustomAction based on the outcome of another CustomAction

this one helps. What you describe is the default. If a custom action fails, the installation aborts, and only rollback actions may execute afterward. So for your question to make sense, first you have to ignore or otherwise mask failures on your first custom action.
Second, the only way for one action to know the return result of another is if it invoked it by calling MsiDoAction (or some wrapper thereof). Doing that would blur the lines between your custom actions, so I'm going to assume that's not the scenario you're describing.

Hide CustomAction in SiteSettings page at subsite level

With these it helps After battling with this for two day, I had an ah moment that I thought I would share. This will allow you to place a custom action that will show only at the root web level.
Create 2 features. One at the site level (siteFeature) and one at the web level (webFeature). Make the web feature hidden so that it can't be accessed (activate/deactivate) though manage features page. Put the custom actions element xml in the web feature. In the activation event receiver of the site feature, activate the web feature.
