In ExtJS, how do I place two fieldsets side-by-side in a panel with a hbox layout?

I wish did fix the issue. Try autoHeight: true in your fieldsets.
Another alternative might be a column layout where each column is given 50% of the available width.

it should still fix some issue Your approach was good, the only thing is that you have to get the two separate layouts next to each other. You can simply put the layouts inside a LinearLayout and set the orientation to horizontal.

I wish this help you It depends on your implementation. If you are using a grid system, most of them have the ability to "push" or "pull" elements in the grid. You should set up the content in the order you want it to display on the smallest device and use the "push" and "pull" classes to modify the position.
If you are not using a grid system and are just floating elements, just use float:right instead of float:left.
