fixed the issue. Will look into that further Signal handlers add a great deal of complexity and risk of bugs related to reentrancy and atomicity. You can see a discussion article here: http://www.ibm.com/developerworks/linux/library/l-reent/index.html
It doesn't sound like you have a good reason to use a signal handler for your use case. If your signal handler is just going to signal another thread to do the read, why not just use blocking read or select from that other thread?

I wish this helpful for you Searching CPAN for the obvious terms gives me Device::SerialPort and Win32::SerialPort which both seem to do exactly what you need.

Does that help If there is a serial port on the Android device and if you can use that with a native (Java) app, you will be able to use it with Xamarin.Android. All native API can be bound if not available. A quick googling shows me there seems to be serial port third party API: http://code.google.com/p/android-serialport-api/

it should still fix some issue You need not to listen for UDP protocol. You can just open and block in read if want to read some data / you can just write your data after open.
In short you can send response through another port

like below fixes the issue I'd use TaskCompletionSource<> to wrap SerialDataReceivedEvent, something like this (untested):
