help you fix your problem The html 5 audio element appears to have a volume getter/setter on it, so you could do something like this in jQuery:
code :
<script type="text/javascript" charset="utf-8">
  $(function() {
    var audio = $('#clip')[0];

    $('#start').click(function() {
       audio.play();
    });

    $('#stop').click(function() {
       audio.pause();
    });

    $('#quiet').click(function() {
      audio.volume = audio.volume - 0.2
    });

    $('#loud').click(function() {
      audio.volume = audio.volume + 0.2
    });
  });
</script>

<audio id="clip">
  <source src="/audio/safari.mp3" />
</audio>
<button id="start">start music</button
<button id="quiet">quieter</button>
<button id="loud">louder</button>

wish of those help You can't affect the volume as displayed in the UVC. The phone's volume is up to the user to control. The volume you can set for the BAP (and for MediaElement) is the relative volume within the app. In theory, setting the UVC volume to 30 and the BAP volume to 0.5 should be equivalent to setting the UVC volume to 15 and the BAP volume to 1.0.
Unless you want/need the volume of what you're playing via the BPA (or MediaElement) to be quieter relative to the other sounds on the phone always set the BAP volume to 1.0.

hop of those help? Somehow this interesting combination of STARTUPINFO and SetWindowPos seems to work:
code :
#include "windows.h"
#include <iostream>

BOOL CALLBACK EnumWindowsProc(HWND hWnd, LPARAM lParam) {
    const DWORD myProcessId = (DWORD) lParam;

    DWORD processId;
    GetWindowThreadProcessId(hWnd, &processId);
    if (processId == myProcessId) {
        SetWindowPos(hWnd, 0, 1, 1, 0, 0, SWP_NOSIZE | SWP_NOZORDER);
    }
    return TRUE;
}

int _tmain(int argc, _TCHAR* argv[])
{
    STARTUPINFO si;
    ZeroMemory(&si, sizeof(si));
    si.cb = sizeof(si);
    si.wShowWindow = SW_SHOWNORMAL;
    si.dwFlags = STARTF_USESHOWWINDOW;
    wchar_t cmdline[33000] = L" -f";
    PROCESS_INFORMATION pi;
    BOOL x = CreateProcess(L"c:\\Windows\\System32\\sndvol.exe", &cmdline[0], 0, 0, true, 0, 0, 0, &si, &pi);
    //std::cerr << x << " " << GetLastError() << std::endl;
    WaitForInputIdle(pi.hProcess, 100);

    for (int i = 0; i < 200; ++i)
    {
        x = EnumWindows(EnumWindowsProc, (LPARAM) pi.dwProcessId);
        //std::cerr << x << " " << GetLastError() << std::endl;
        Sleep(20);
    }

    CloseHandle(pi.hProcess);
    CloseHandle(pi.hThread);
    return 0;
}

With these it helps None of the (AudioManager.STREAM_*) volumes go to 100 (int).
A valid stream volume for setStreamVolume(...) is between 0 and getStreamMaxVolume(int streamType).
