You can optionally include the core data to be included in an iCloud sync, this means that even deleting the app and reinstalling it, the data will persist.

At work we work with language learning, so enormous data sets of words and phrases. (hundreds of thousands of words, though it could easily reach the millions as time goes on)

this will help It appears the easiest solution is to programmatically disable decimal separators and replace them with your own, as described here.
