I think the issue was by ths following , You're referencing connectionStringName="LocalSqlServer" which doesn't exist. The two connection strings you have registered are ApplicationServices and ConnectionString.
Rename your second connection string entry to:

I hope this helps . Besides the machine.config, you can create common appSettings files. You won't need to develop anything new, just place your shared settings on this file and reference it on your specific config files.

I wish this help you From comments I see you are trying to read the connection string as a Setting, but it isn't.
Add a project reference to System.Configuration. Then get the string with:

To fix this issue Having BitDefender installed locally restricted traffic and the 500's when using IIS. You can white-list ports though this needs to be done through requests to BitDefender or get a decent AV where you can do this yourself.
