will be helpful for those in need Nevermind. Figured it out.
I updated Eclipse's Android ADT to version 18. So I needed to rename my library folder from "lib" to "libs" for it to recognize the class path. I also removed the uses-library tag from the Manifest.

wish help you to fix your issue Are you installing specific parts of the Android SDK or the entire thing? I can't find where I found this before, but make sure ALL components are installed for the target and see if that works for you. This error is annoying that it doesn't exactly tell you WHY it isn't installing or which piece it is missing.

hop of those help? Solved... The problem comes up because for external jars its not required to declare library on manifest... Deleting on manifest the writed on the post solves the problem...

fixed the issue. Will look into that further Remove the unnecessary element from your manifest. Clearly you have one, which is triggering this error. Maps V2 does not need such an element.

I hope this helps . I believe they dropped the Google Apps option and you have to install it manually now with the apk files from the following link. You can just drop them on the VM and they'll be installed.
