Something you have to remember is that WCF servces are architected to be independent from the hosting application. You can host WCF services in command-line apps, WinForms apps, Windows Services, IIS, Silverlight, Win32 apps, MFC apps, etc., as per your scenarios and needs.

If you take a look at the implementation of ReadTimeout and WriteTimeout properties in NetworkStream class, you will find out that they are just wrappers arround Socket ReceiveTimeout and SendTimeout properties (and TcpClient ReceiveTimeout and SendTimeout properties are wrappers arround the Socket properties of the same name).

NS.ReadTimeout == TC.ReceiveTimeout == Socket.ReceiveTimeout
MS.WriteTimeout == TC.SendTimeout == Socket.SendTimeout

help you fix your problem I may have answered my own question in another post.
What might have been happening is that iOS uploads a large image, and then since the large image is passed from the server to TinyPNG, it sits there waiting… and waiting… and waiting for the image to go from the server to TinyPNG and back again. And because it’s a big image, it times out waiting for a response from the server that the entire operation was a success.

hope this fix your issue The answer is to use http.TimeoutHandler. I misunderstood the purpose of the http.Server Timeout fields.

Both of the issues above must be implemented. A database call can always throw exceptions, no matter what precautions you take, so you must handle exception, period.

I wish did fix the issue. This is a bit long for a comment.
Retrying is only going to help if the reason for the timeout is due to resource contention. In that case, you are probably better off with some sort of exponential backoff, rather than just running the queries immediately.
