Best way to implement a meta language compiling down to PHP

I wish did fix the issue. Don't let similar projects by other people stop you from doing this anyways. No matter how far you get with this, what you'll really get out of this project is a further understanding of coding and parsing. You won't gain this knowledge as in depth if you simply join an existing project.
I'd also like to point out, things like Linux, Ubuntu, etc would have never existing if their original makers simply "jumped on the boat" of somebody else's similar project. Don't be afraid to make things yourself, sometimes greatness comes out of it.

seems to work fine You can use any character you want from the character set you are using. Just make sure that your web server send the correct character set headers in the HTTP request. You may also add a element specifying the charset, but it's not strictly necessary.
I use UTF-8 in these examples as I think it's a code charset and prefer to use it myself. It's on its way to take over as the standard charset on the web.

should help you out If an interpreting language is one for which an interpreter exists and a compiling language is one for which a compiler exists, then a language can be both if someone wrote an interpreter for it and someone else (or the same person/team) wrote a compiler for it.

ML was designed as a language to write theorem provers. In this case, ML is the programming language that you use to describe the theory. It's the language above the theory: the meta-language. Or, as Milner would put it in the original paper:
