I think the issue was by ths following , Check out the source code to libmpeg2, a F/OSS MPEG2 decoder. It appears that the width and height are set in the mpeg2_header_sequence() function in header.c. I'm not sure how control flows to that particular function, though. I'd suggest opening up an MPEG2 file in something using libmpeg2 (such as MPlayer) and attaching a debugger to see more closely exactly what it's doing.

Program won't start when using OpenCV in C++ to stream video from camera

fixed the issue. Will look into that further In the pad-added callback (which you only need to connect to once!) you have to check the caps of the newly added pad.
Anyway, the video from the file would also need to be connected to subtitleoverlay, and you would link the video sink after subtitleoverlay. And you would link an additional filesrc for the subtitle file to subtitleoverlay too.
