will help you If you're already process-invoking everything else (including unzip), also use Sysinternal's streams.exe. Use the -d flag to remove the NTFS alternate data streams (ADS). There should only be one - and it is the one that indicates to Windows that the file was downloaded from an "untrusted source".
Your downloaded files will currently have a stream that looks like this:

To fix this issue You need to write the alternate data stream yourself.
To do this, open the file with CreateFile and write the text using FileStream. Here is a simple exemple that works (tried on my computer).

Where is the java.security file located on Windows?

Any of those help You should find it in JRE_HOME\lib\security knowing that by default JRE_HOME should be c:\Program Files\Java\jre${version-id}
